TikTok plans to take about 150 megawatts of capacity at a new data center site in Kouvola, Finland, according to an economic assessment commissioned by the company and developer Hyperco. The facility is part of TikTok’s €12 billion Project Clover initiative, which aims to strengthen the protection and security of European user data.

TikTok is set to take about 150 megawatts of capacity at a new data center development in Kouvola, Finland, as the social media company expands its European data infrastructure under its Project Clover initiative.

The capacity figure was disclosed in an economic assessment commissioned by TikTok and Hyperco, the Finnish developer behind the facility. The development is being built to serve TikTok as its tenant, although the company said it will only occupy the site once the facility becomes operational.

Construction on the first phase began in September 2025. The initial phase is designed to provide 50 megawatts of capacity and is expected to be completed in 2027, while a second phase would add another 100 megawatts, bringing the planned capacity to roughly 150 megawatts.

TikTok announced a €1 billion investment in the Kouvola data center in May 2025, describing the facility as an important part of its efforts to strengthen the security of European user data. The company said the investment would also create economic opportunities in the region, with more than 1,000 people expected to work on the project during peak construction and around 200 permanent positions once the facility is fully operational.

The Kouvola facility forms part of Project Clover, TikTok’s €12 billion European data-security initiative. The company says the programme is designed to provide enhanced technical, operational and governance protections for the data of more than 200 million European users. TikTok has also appointed cybersecurity firm NCC Group to independently oversee and verify aspects of its data controls and protection measures.

The project comes as Finland attracts growing interest from companies seeking locations for large-scale data centers. The country offers access to renewable electricity, a relatively stable power grid, a cool climate that can reduce cooling requirements and available land for large infrastructure developments.

Recent projects illustrate the scale of investment entering the Finnish data center market. Pure Data Centres, for example, announced a €1.5 billion first phase for a 110MW AI-focused campus in Seinäjoki in July, with plans that could eventually expand the site beyond 550MW. The company said the wider campus could attract more than €7.5 billion in investment.

TikTok is also increasing its data center footprint elsewhere in Finland. In April 2026, the company announced another €1 billion investment in a data center in Lahti, saying the project would also form part of Project Clover.

The expansion highlights how demand for digital infrastructure is extending beyond traditional cloud computing as technology companies invest heavily in data storage, artificial intelligence and other high-performance computing workloads.

For TikTok, however, the Finnish projects have an additional strategic purpose: strengthening the infrastructure used to store and protect European user data as the company faces continued scrutiny from regulators over data security and its Chinese ownership.

The Kouvola facility is therefore expected to serve not only as a major data center investment in Finland but also as part of TikTok’s broader effort to build a dedicated European data infrastructure network.
